Are Savannah Cats Legal? Yes, No, and It Depends on the F-Number
Where the serval is named in the statute, which states exempt F4 or F5 and later, the city that bans what its state allows, and the country with no F-number way in.

No US federal law bans Savannah cats (the Big Cat Public Safety Act names lions through cougars, not the serval). In most places, a later-generation Savannah is simply a cat. But this breed sits closer to the statute books than any we cover. The serval or the Savannah is named DIRECTLY in more laws than any other breed's wild ancestor, and nearly every rule is written as a generation test. Here is the map, jurisdiction by jurisdiction, each with its instrument. Laws move: verify your own jurisdiction's current text before any purchase.
United States: a patchwork with the serval's name in it
NEW YORK is the sharpest split in the file. The STATE exempts hybrids registered with ACFA or that are five generations from any wild parent (F5+). But New York CITY's Health Code names the serval itself and bans "any hybrid or cross-breed offspring of a wild cat", with no generation exemption anywhere in its text. An F5 Savannah legal in Buffalo is, on the code's plain wording, prohibited in Brooklyn. TEXAS defines "dangerous wild animal" with "(J) a Serval" and "(T) any hybrid" of a listed animal. Statewide, that means registration, $100,000 liability insurance and caging standards.
Counties may go further: a dated compilation lists twenty-plus Texas counties banning hybrids outright (per that compilation, not re-verified county by county). GEORGIA is the trap for Bengal-literate readers. Its statute exempts the Bengal BY NAME and nothing else, so a Savannah falls under the general wild-animal licence. The compilation states it plainly: "most exotic cat hybrids, such as a savannah cat, are not a legal pet in Georgia." HAWAII bans all non-domestic felids and their crosses outright. IOWA names the Savannah in its own text (its 2013 act "providing for the possession of cats classified as Bengals and Savannahs", an F4-or-later door).
ALASKA reaches the same outcome through a GENERIC rule naming no breed. The codified 5 AAC 92.030 prohibits wild cat hybrids and offers a two-condition affirmative defense: a registered showing the previous four generations, with licensing and inspection records, and at least four generations removed from a wild ancestor. The breed-naming Alaska claim circulating online traces to an unadopted 2009-2010 draft, not the enacted text. The real rule contains no -recognition condition. CALIFORNIA is the most-asked question in this cluster.
The named compilation our research used for secondary jurisdictions states "hybrid cats all generations are legal to own" under California's restricted-species rules (Title 14 §671 restricts the wild species, not the domestic hybrids). We did not reopen California's own regulatory text, so treat that as the compilation's summary, verified against nothing stronger. FLORIDA, per the same compilation family, treats later-generation hybrids as domestic. RHODE ISLAND passed a 2022 hybrid-cat ban now sitting in a named-officials enforcement gray zone (its own state veterinarian, quoted in dated reporting, describes the limbo). That one is an active situation, not a settled yes or no.
United Kingdom: one licence line, often misquoted
The Dangerous Wild Animals Act 1976 Schedule names the serval and excepts hybrids by structure. An F1 Savannah needs a DWA licence; F2 and later do not. That is the SAME threshold as the Bengal. It also corrects a stricter "F1-F3 need licences" claim widely repeated online, which the Schedule's own text does not support. The licence requirement is also why the UK marketplace effectively starts at F3 (the price page shows the live sample).
Canada: province by province
ALBERTA permits only F4 and later (its one named cattery breeds F5-F7 SBTs and says why on its own page). ONTARIO leaves hybrids largely unregulated provincially (Toronto's municipal code is its own layer). BRITISH COLUMBIA's Controlled Alien Species regulation targets the serval and early hybrids. QUEBEC runs its own regime. The honest Canadian answer: the province decides, and the generation is the test where one exists.
Australia: no F-number opens the door
Australia is categorically different. The Savannah cat was excluded from the Live Import List in 2008 after a federal review, and the Federal Court upheld the exclusion in 2012. The ban is GENERATION-BLIND: there is no F-number that makes a Savannah importable. Queensland separately lists the breed as a prohibited invasive animal under its Biosecurity Act. No legal market exists, at any generation, anywhere in the country.
